The Ministry of Education carries out statistical collections, known as annual returns, from all private training establishments registered with the NZ Qualifications Authority. The Ministry uses the data you supply to support policy analysis, development and decision making, to monitor the outcomes of the New Zealand Education system, and for national and international reporting purposes.
The data submitted in the RS20 return relates to the week that July 31st falls under (Monday 27th July – Sunday 2nd August 2009) and must be returned to the Ministry no later than Wednesday 19th August 2009.
RS20 Education Sector Authentication and Authorisation (ESAA) Application Form
To complete the RS20 Electronic return you will first need to complete the ESAA User setup and access registration form. This will give you access to the STEO web site to download the template and upload your completed return.

If you have completed this form in a previous year (access was previously through SIA), then there is no need to resend us another application.
On receipt of your user login and password you will be able to login and download the RS20 spreadsheet template. Once you have completed the spreadsheet you can upload your RS20 return back to the STEO web site where it will be validated in real time.
