Pastoral Care of International Students

The mandatory Code of Practice for the Pastoral Care of International Students was gazetted on 13 December 2001. The Code establishes a framework for minimum standards and good practice procedures, and a complaints procedure for providers enrolling international students

Tertiary Statistics

This web-site contains a range of statistical information relating to the New Zealand tertiary education sector. The main source of information for the tables is a census of tertiary education providers carried out by the Ministry of Education at 31 July of each year. Information on qualification completions is also available.

The summary tables provide the most recent statistics on students enrolled at tertiary providers while the time-series tables report trends over time.

Analysis of the tertiary statistics can be found in the 'key results' page. Links to other relevant reports are also provided.

Concurrent Study Page Help

Introduction

Students enrolled in more than one loan and allowance approved qualification, but none of them full time, are unable to access Student Allowances through an institution’s electronic VoS interface. This Concurrent Study page on STEO is designed to make accessing Student Allowances for these students easier.


Instructions for use

Go to the new STEO web page ( www.steo.govt.nz )

Select ‘applications’ from the menu bar.

Once in the applications screen, select ‘secure site’ from the menu.

You will then be prompted to log in

Once you have successfully logged in Select the TEC tab.

Once in the TEC site select ‘quals’ from the menu bar

Once in the ‘quals’ screen select ‘concurrent study’ from the menu bar

Once you are in the ‘concurrent study’ screen select the ‘add’ button about half way down the screen

Displayed will be a screen with two parts: One for Concurrent Study Details and the other for Concurrent Study Qualification Components.

In the Concurrent Study Details the following sections must be filled out

Title – eg hairdressing and computing

Contact – use the drop down box to select to select a contact person from the names of people from your organisation.

Reason for Change – e.g. student wants to study both

First Date/Last Date – (of study) both these fields will need to be completed with ‘earliest start date’ and ‘latest finish date’.

 

In the Concurrent Study Qualification Components the following sections must be filled out

Qualification Code – (for your institution) click on the question mark on the right hand side of the of qual code field. Click on the relevant qualification from the list provided.

2nd Provider box – click on the question mark on the right hand side of the field. To search for the Provider enter the name in the ‘description’ field and click on ‘search’. Then click on the 'Provider code' – the four digit number on the left of the Institution name.

2nd Provider Qualification Code – follow the same instructions as for the Qual Code for your institution.

 

Once you have entered these details, click on the save button.

To check the status of the new qualification, go back to the Concurrent Study page and go to the ‘status’ menu. To see if a new qualification is approved, pending or rejected, click on the ‘concurrent qualifications’ in question and then ‘search’.

Conjoint And Concurrent Qualifications

8.4 Concurrent enrolment/conjoint programme/double degree programme

 

concurrent enrolment

Simultaneous enrolment in 2 distinct qualifications (e.g. BA and BCom, LLB

and BMS), offered by the same university. Exceptionally, one of the

qualifications may be offered by another provider.

 

conjoint programme

An intra-institutional arrangement whereby a university provides for 2

qualifications to be completed in a shorter timeframe than would normally be

the case, even allowing for the full realisation of cross-crediting potential, and

with a smaller number of papers to be completed. The regulations set out the

required quantum of work that must be credited to each qualification. What sets

a conjoint programme apart from concurrent or serial enrolment is that students

are required to be good performers, they must reach a minimum standard in each

year of study in the conjoint programme and must take papers for each of the 2

qualifications in each year of study. Fresh approval to re-enrol is generally

required annually. Admission to such a programme is not available to a student

who has already completed one of the qualifications involved.

 

double degree programme

A programme within which the requirements of 2 complete degrees, normally at

undergraduate level, are satisfied. The 2 constituent degree programmes may

have overlapping elements (either compulsory or elective), in which case certain

papers may count towards both. This cross-crediting, in accordance with

individual university policy, normally enables the 2 programmes to be

completed in a shorter time than if no sharing of papers were permitted. A

double degree programme may proceed by concurrent enrolment in all or some

years, or the second degree may be started after the first has been completed.

 

Note: Cross-crediting is generally limited to one-third of any programme to which it can be applied.

National Student Index(NSI)

The Ministry of Education in collaboration with other government Tertiary Education agencies develop a National Student Index (NSI). The NSI is a mechanism for assigning tertiary students with a unique identifier that is used by providers in their reporting to the Ministry and NZQA so that policy makers can accurately identify student characteristics and outcomes.

Proxy Date of Birth

The proxy Date of Birth to be used for Type B students for 2003 is 11/11/1918

 

 

Type B Students

Students enrolled in formal qualifications (courses assessed and contributing to approved qualifications) of 0.03 EFTS or less are Type B students.

 

-     These students are not required to provide institutions with a date of birth (DOB).

-     Use of the proxy DOB will create a ‘partial NSN’ for them ensuring they do not create any errors in the April 2003 SDR.

 

 

Type C Students

Students enrolled in non-formal programmes for whom only limited data needs to be recorded for purposes of statistical reporting.

 

-     The Proxy Date of Birth has not been developed for use with Type C students.

-     The file specifications for the student file have always been that Type C students must report a Date of Birth.

-     Proof of identity is not requested, but students must have a partial NSI.

 

 

Type D Students

Students enrolled in formal qualifications of more than 0.03 EFTS – including Training Opportunities, Youth Training and Skill Enhancement students – are type D students. A full set of verified data needs to be recorded.

Qualification Close Process

The Qualification Close Process is now available on the STEO site.

This process allows you to close qualifications no longer offered by your organisation, in order to remove them from the NZQA Register of Quality Assured Qualifications and your list of active qualifications on the STEO site.

To close qualifications no longer offered by your organisation:

1. Go to the STEO site, at www.steo.govt.nz

2. Log into the secure STEO site (click on "Application" then "Secure Site")

3. Click on "Quals"

4. Click on "Search/Edit Quals"

5. Find the qualification you wish to close

6. Tick the three "request withdrawal" checkboxes (for EFTS, allowances and loans) in the qualification details "Status" section

7. Click "Save"
Your Tertiary Resourcing Advisor (TRA) will approve the change to your qualification. Once approved (check the next day):

8. Repeat steps 1-3
You will now have a "close qualification" checkbox in the qualification details "Status" section.

9. Tick the checkbox to close the qualification.

10. Click "Save"

Single Data Return (SDR)

The Single Data Return is the source of information for the tertiary funding system. This information forms the basis of calculation of EFTS entitlements for individual providers. The return also provides the base data for compilation, analysis, and reporting of tertiary education statistics on student enrolments and qualification completions.

The Single Data Return provides one central point for the collection, processing and delivery of information from tertiary education providers to education agencies. The Single Data Return data set will/does meet the information requirements for the Ministry of Education and the Tertiary Education Commission for both the funding system and statistical reporting.
